Dimension is selected            Annotations are turned on

Edit a dimension
Click edit
The selected dimension is shown with a dashed line
Change the property you want to change
The offset distance is less                                            back

If the text of a dimension will not fit between the offset lines the text is rotated
If the text is shorter than the offset lines the text is printed between the lines        back
